救市一年，六个“走高”和“走低”值得反思
2009-11-13 18:02:26楼市热点和“泡泡”“走高”了，经济均衡发展及稳定性“走低”了
如果说2009年第一季度的楼市反弹纯属刚性需求驱动，那么，5月以来在楼市推波助澜的因素中，作为高档住宅的改善需求明显增加，投资需求亦疯狂至极。但总的来看，2009年上海楼市如此疯狂并非空穴来风，而是有众多“热点”支撑起来的。除去“70/90政策”松绑、商品住宅项目开发资本金下调至20%等政策性热点，上海楼市还“阶段性”呈现出不同的热点，逐步推高了上海的房价。
本人初步做了估计，按照影响楼市的程度排序如下：
一、南汇并入浦东，导致周康房价暴涨，也是投资需求介入的开端；二、大浦东航运、金融“两个中心”；三、通胀预期；四、豪宅投资导致楼市虚火；五、“大虹桥”功能区横空出世及“第三中心”上海国际贸易中心；六、圈地运动和“地王”频现；七、真如副中心；八、第五个城市副中心胎动：三林规划建成世博新城——联动世博会机会炒作房价；九、地铁；十、欢乐谷热身，迪斯尼“作秀”。
总之，由于众多热点和泡泡的因素，加上“流动性”充裕，投资过热，上半年楼市股市回暖，住宅房价飙升股指大涨。最终导致“量变引来质变”，资金持有者越来越多地选择进入房地产市场，以实现资产保值,通胀预期上升。上海、北京等一线城市的房价由于投资型或改善型需求入市，涨速已明显脱离宏观经济基本面。
楼市疯涨脱离宏观经济的状况，各行业发展不均衡的现象已经引起国务院相关部门的重视，近期，频频传出要对楼市进行政策、税费方面的调控皆源于此。
住宅市场“ 走高”了，商业地产市场还是“走低”状态
尽管房地产行业未列入“十大产业振兴规划”，但从2009初开始，政府出台的利好政策仍然造就了今年前10个月的住宅市场。从上海等一线城市的住宅市场来说，如果说2009年第一季度的楼市反弹纯属刚性需求驱动，那么，4月以来在楼市推波助澜的因素中，作为高档住宅的投资改善需求明显增加，成交量与成交价格也因此连续数月增长，上海的住宅周成交价格有时超越2万/平米，成为历史新高。
而2009年初至今，商业地产的“炒房”投资现象未现。商业地产价格没有重新大幅上涨，同时，但商业地产租金的投资回报率也低于其市场预期。除了商业地产前期泡沫未被市场消化因素外，主要原因还是包括中国在内的，世界的实体经济的复苏条件还十分脆弱。
如此看来，2009年以来，住宅市场与商业地产市场发展不平衡，楼市呈现出结构性矛盾。从整个房产行业发展的情况来看，现在住宅的房价涨不动了，而不是指商业、办公楼涨不动了。其实整个上海的楼市也好，具体某一个板块也好，整个2009年房地产行业内部发展结构性不平衡。商业地产在此次楼市回暖过程中并没有得到想象中的实惠，商业地产至今仍处于价值“洼地”。
政府开发商利益“走高”了，经济适用房廉租房建设实际“走低”了
房企上市融资是和当下火热的“圈地运动”的一个互动，均为大的房企谋求下一步战略发展之举。尽管国际经济大环境不是很乐观，但是国内的强劲复苏，尤其是地产行业的在今年的翻身，让有实力的地产公司加紧公司的扩张步伐。房企上市融资主要有两个目的，一个是融资获得项目发展资金，另一个就是把公司发展风险通过上市社会化、分散化。
房企上市融资是和当下火热的“圈地运动”成全了开发商和政府这些既得利益者，房企获得资金和丰富的 土地储备，政府由此也获得了丰厚的财政收入。
而与此相反的实际情况是，政府倡导的经济适用房和廉租房始终难产，至今也没有新的政策和行动。近期上海市政府也不断进行大型居住社区的选址，但知情人士告诉，大型居住社区开工后就将打桩机移到另外的大型居住社区进行打桩，大型居住社区好像是在给普通老百姓作秀。
另外，也据业内人士分析，大型居住社区的定价为商品房定价的六折左右，开发商进行销售的时候原则是“保本微利”。而实际情况是，现在已经将房价地价炒高，当大型居住社区推向市场的时候，房价已经再上一个台阶了。购房者购房实际花费的成本，实际上仍然有被政府和开发商“操纵”高的因素。
由此看来，经济适用房并不怎么经济，经济适用房廉租房建设实际“走低”了。
豪宅市场投资需求“走高”，房价涨上去了， 自住需求的普通老百姓的购房能力逐渐“走低”，“观望”成常态。
由于“流动性”充裕，投资过热，上半年楼市股市回暖，住宅房价飙升股指大涨。最终导致“量变引来质变”，通胀预期上升，资金持有者越来越多地选择进入房地产市场，尤其是投资客瞄准了豪宅市场，以实现其资产保值增值的目的。
但种种迹象表明，投资者对于豪宅市场的热情有过度“溺爱”的现象，由于投资者前期普遍对于豪宅市场的“看多”，豪宅市场的虚火似乎越来越旺盛。但是从未来豪宅市场供求、价格、投资者心理、政府政策等因素来看，未来豪宅市场面临做空的可能性。
现在的情况，拿上海来说，住宅包括小户型公寓、别墅和豪宅，都是热点。现在的热点热到什么程度？热到房价涨不动的程度。现在的一些豪宅，乱报价，报10多万，实际成交价可能是6万、8万。
2009年8月以来，由于流动性充裕和投资需求的迸发，豪宅市场带动普通自住需求的楼盘价格普遍上涨20-50%。房产进入“高房价”时代，购房者现在购房意味着在透支自己未来的购买力，于是，购房者再次在“观望”中购置房产，期待“低房价”时代再次来临。
通胀预期“走高”了，人们购买力“走低”了。
2009年初以来，楼市回暖“量变引来质变”，成交量连续数月增长，价格回暖，通胀预期上升，资金持有者越来越多地选择进入房地产市场，以实现资产保值。南汇并入浦东后，周康板块的楼盘多数提价20-30%，该地区投资型需求比例也大幅上升。改善型买家购买二套房也纷纷提前入市，带动了投资改善型需求成交量的上升。在通货膨胀预期下，这成为此轮楼市持续走高的重要原因。
整个5-8月份上海楼市由于“流动性”充裕，投资过热，住宅房价飙升股指大涨。最终导致“量变引来质变”，资金持有者越来越多地选择进入房地产市场。此时，房东频繁跳价，购房者开始“买涨不买跌”，购房者的心态一定程度上导致楼市价格上行。
经过上半年楼市“买涨不买跌”后，楼市过热房价过高，房价已经涨不动，普通住宅的刚性需求购买力已经严重透支，此时购房，购房者意味着会支付更多的货币，负债量相对之前会增加许多。目前购房者重回“观望”阵营的不在少数。
综上所述，楼市过热已经成为共识，以使得供需双方陷入不理智。与此同时，当下楼市似乎面临着回调的压力，价格过高，导致购买力透支，购房者购买力“走低”并且“观望”，导致楼市成交量直线下降。
房价越来越“走高”了，打折越来越“走低”了
南汇并入浦东后，当时，楼市还处于复苏的背景下，房价当时还处于低谷，还有一定的上涨空间，当时的房价有一部分是恢复性的上涨，后期才有投资的炒作，到2009年9月为止，市场形成了一波炒作气氛，仅仅几个月有的楼盘涨价幅度在50-80%，楼盘价位虚高，一定程度上透支了未来的资产升值空间，也透支了未来的购买力。
此外，由于投资者前期普遍对于豪宅市场的“看多”，投资者对于豪宅市场的热情有过度“溺爱”的现象，豪宅市场的虚火似乎越来越旺盛。豪宅的虚火甚至导致上海住宅周成交均价突破2万/平米。
房产进入“高房价”时代，众多楼盘开盘虽还有涨价现在，但总体来看，现在已经有涨不动的迹象，楼市明显处于高位盘整的状态。“降价”对于开发商来说或许还不怎么适应，降价意味着“降低身份，委屈就全”。因此，一些新的手法会出现在市场上来给开发商的高姿态“解围”。房价“明升暗降”，开发商坚挺不降价与购房者买房即可打折、送“豪礼” 的现象将会在未来楼市中出现。
房价降多少？现在似乎还没有定论，但是业内已经有众多“拐点”论的支持者，众多购房者同时也在期待房价下调。未来楼市如何，还需要开发商和购房者再次进行市场博弈。我们拭目以待结果。
